The biggest difference comes with the resolution, because while the Bluboo Picasso 4G has a 13 Mpix shooter, the older Picasso runs only the 8 Mpix one. Of course the resolution is not the only defining aspect of a camera, but the difference is there, mainly in the color precision and better details captured.

The sensors are also different, Picasso 4G has a Sony one, while the Picasso trusts its Panasonic sensor. And the sensor type can affect the performance quite a lot, especially with the noise levels.
