Although not one of the most popular Apple products of the last few years, iPad mini is still very successful tablet due to the fact that it has always been the cheapest iPad in the Apple lineup. In 2019, Apple should launch iPad mini 5, the new generation after 4 years since the current generation was presented.
The publication of new renders (to which OnLeaks was able to access) emphasize that the new iPad mini 5 should not have much design difference compared to the current model. In practice, it will simply be an update of the internal specs without aesthetic novelties. No Face ID, no USB Type-C, but on the other hand, support of the Apple Pencil second generation is very likely .

We expect that Apple will lanuch the new iPad mini 5 in March 25, the day in which Apple organized an event, however, it is expected that Apple should focus on the presentation of the streaming video service that will compete with Netflix, Amazon Prime Video and in the future, with Disney+ alongside with the subscription-based editorial service that will probably be called Apple News Magazines.
