Developer Options

I have used USSD Codes before and they have worked properly before. However the information given here is bullshit ! Have tried various codes on a Samsung S6 phone and get message that this number cannot be reached.Whats up with the USSD Codes

On a pc, one can run programs sometimes within a virtual box or emulator, is it possible such a concept exists for an android phone – to try things out within a safe environment? I don’t wish to damage or brick my phone. You see, I’m not a developer, but a noob – questions like this enter my mind and I don’t know what is possible or impossible – I like to think there is at least possibilities! Thank you.
